What is Toilet Cistern?

The cistern stores the water that will be used to flush the toilet. It contains a filling mechanism (inlet valve with float) and a discharge mechanism (outlet valve controlled by the button). When either fails, the cistern leaks water silently.

When you encounter it in an emergency & typical cost

The dye test: put a few drops of food coloring in the cistern without flushing. If it appears in the bowl within 10 minutes, there is an internal leak. Replacing the complete mechanism: €70-120.
